FCC Begins Information Collection On Use Of Huawei & ZTE Equipment And Services In U.S. Communications Networks; All ETCs Must Respond By April 22, 2020

The FCC has commenced an information collection on the use of Huawei Technologies Company and ZTE Corporation equipment and services in U.S. communications networks. On or before April 22, 2020, all ETCs must report the extent to which their networks contain or use potentially prohibited equipment or services provided by Huawei, ZTE, or their subsidiaries.

FCC Eliminates E-Rate Amortization Rule For New Or Upgraded Fiber Deployments

The FCC has eliminated an E-Rate Program rule requiring schools and libraries to amortize over three years upfront, non-recurring charges of $500,000 or more for category one services. The decision is expected to help increase the deployment of fiber and other broadband infrastructure to the nation’s schools and libraries.

GAO Says FCC Should Make A-CAM Mandatory For All Rate-Of-Return Carriers As Part Of Antifraud Strategy

The U.S. Government Accountability Office has issued a report on its investigation of potential fraud risk in the FCC’s universal service high-cost program that supports rate-of-return carriers. Among other things, the GAO report recommends that the FCC assess the A-CAM support mechanism to determine the extent to which it produces reliable cost estimates and consider making its use mandatory all for rate-of-return carriers.
