The FCC has released a draft Report and Order and Second Further Notice of Proposed Rulemaking aimed at collecting more accurate broadband deployment data and producing more precise broadband maps. In the Report and Order, the FCC creates the Digital Opportunity Data Collection, a new initiative distinct from the Form 477 process, which will require all fixed broadband providers to submit coverage polygons depicting the areas where they actually provide service. The FCC also adopts a process to begin collecting public input on the accuracy of service providers’ broadband deployment data. The FCC expects to vote to adopt the item during its August 1st open meeting.

The FCC’s Wireline Competition Bureau is seeking comment on two separate petitions for designation as an eligible telecommunications carrier filed by CAF Phase II auction winners Redwire, Inc. and Viasat Carrier Services, Inc.
The FCC has announced a temporary freeze, beginning April 19, 2018, on the filing of new or modification applications for fixed-satellite service earth station licenses, receive-only earth station registrations, and fixed microwave licenses in the 3.7 - 4.2 GHz band. Also, beginning April 19, 2018, there is a 90-day window during which entities that own or operate existing FSS earth stations in the 3.7 - 4.2 GHz band may file an application to register or license the earth station if it is currently not registered or licensed.
The Federal Communications Commission has released a Notice of Inquiry to examine allowing wireless broadband services in spectrum bands between 3.7 and 24 GHz. Specifically, the FCC is seeking detailed comment on three sets of mid-band frequencies: 3.7 - 4.2 GHz; 5.925 - 6.425 GHz; and 6.425 - 7.125 GHz. Comments are due on or before October 2, 2017, and reply comments are due November 1, 2017.
